The NATO Support and Procurement Agency (NSPA) investigative efforts have resulted in the suspension of contractors suspected in fraudulent and corrupt activities related to NATO contracts.

In 2023, at the initiative of General Manager Stacy Cummings, NSPA set up a first-of-its-kind investigative capability to combat fraud and corruption, and safeguard the integrity of NATO-related procurement processes. As a result of their targeted efforts, in partnership with national law enforcement agencies, several instances of suspected fraud and corruption have been uncovered and are being actively investigated.

As highlighted by the General Manager during her recent annual briefing to the North Atlantic Council, NSPA has temporarily suspended companies in NATO and non-NATO Nations based on ongoing national investigations or NSPA investigative efforts, where preliminary evidence suggests sanctionable practices have taken place.

The companies will have an opportunity to respond to allegations in due course and, in order to preserve the integrity of the process and to ensure confidentiality, NSPA will not comment on ongoing proceedings.

During the period of suspension, these companies are prevented from participating in any new or ongoing solicitation. NSPA has taken steps to ensure that the Agency’s ability to deliver operational support from previous or current contracts is not affected. The Agency will remain in direct communication with any Nation(s) that might be affected.

NSPA is firmly committed to combating fraud and corruption, and will remain proactive, liaising closely with national authorities, rapidly suspending companies suspected of sanctionable conduct from bidding on new contracts, and protecting Nations’ funds. NSPA will continue to strengthen and deploy its investigative capability and the Alliance’s defences against fraud and corruption to protect the interest of Nations.

To that effect, NATO and NSPA created a joint investigative task force to further increase the Agency’s investigative capability and root out corrupt practices, including from the Agency’s personnel or contractors. NATO staff members engaging in such practices, as well as any contractors, will face sanctions and prosecution.
